Rome Total War offers several options of play, in both single and multiplayer modes. It really depends how much you want to spend and what you are interested in. At the same time when in a Steam Sale Rome II and/or the DLC have been available at 75% off a number of times.

Those three DLC together would cost just £18 if bought on Steam at full price, so Spartan Edition is quite a good way to get them cheaper if the prices are similar. If Emperor Edition is cheaper/Spartan Edition is more expensive, then I'd consider firstly if you are interested in the 3 paid DLC included in Spartan Edition and secondly if you could get them cheaper elsewhere such as in a Steam Sale. So basically you get more for your money.

You get everything you get in Emperor Edition, plus 3 of the paid DLCs. If they are the same price or Spartan Edition is cheaper, I'd go with Spartan Edition.
